Identity documents for your first learner’s licence
For your first licence application, bring two official identity documents. At least one must show your photo. A birth certificate can establish identity, but it is not photo ID; your other document must meet the photo requirement.
If you were born in Canada
At least one document must come from SAAQ’s list for Canadian-born applicants. Examples include a Canadian passport or an original birth certificate from the government authority responsible for civil status. Québec certificates must have been issued after January 1, 1994; Ontario has specific accepted formats.
If you were born outside Canada
Use SAAQ’s separate list for applicants born abroad. Examples include a permanent resident card, a Canadian passport or a Canadian citizenship certificate with a photo. Foreign passports and certified copies have specific requirements; check the official list for the applicable border-agency certification and IRCC documentation.
Your other document
A health insurance card or a driver’s licence issued outside Québec may be accepted. Check that your chosen pair includes photo identification.
